I am interested in surf fishing with my kids, but I will not expose a lot of money for the poles, reels, hooks, bait. I live in Massachusetts and would be willing to travel some distance to get the device as a bargain.

Have you tried the guide for bargain hunters, your local newspaper or even go shopping on the beaches? I think wherever you can rent the equipment used, can also be purchased at a reasonable price.
